Cattle Inspections and Passport Reconciliation

The Scottish Government carries out cattle identification inspections to make sure cattle keepers areÌýcomplying withÌýanimal identification and traceability.ÌýThe main purpose of the inspection is to checkÌýkeepers are compliant withÌýthe cattle keeper requirementsÌýwhich are mandatory requirement of cross compliance and ensure traceability in caseÌýthere is a serious disease outbreak.Ìý
It is evitable that all cattle keepers will incur an inspection at some point. Every year RPID must carry out inspections on:Ìý
- 3%Ìýof holdings with cattleÌý
- 5%Ìýof Scottish Suckler Beef Support Scheme claimantsÌý
- 5%Ìýof Scottish Suckler Beef Support Scheme claimed animals.Ìý
Now is the timeÌýof yearÌýwhen cattle inspections are carried out on farm, so it is advised that you ensure you are ready forÌýanÌýinspection this winter by carrying out a passport reconciliation and checking all cattle on farm are correctlyÌýidentified.ÌýIf you selected for an inspection this winter, youÌýwillÌýhave limited time to prepare after receiving the inspector’s call.ÌýÌý
How to carry out aÌýpassportÌýreconciliationÌý
Step 1Ìý-ÌýDownload a list of cattle recorded on the holding from theÌýor telephoneÌýScotEIDÌýon 01466 794323.Ìý
Step 2Ìý-ÌýUse the ‘Current Cattle’ tab to find the ‘Cattle on Holding’ list to cross check against the passports you have on farm. Tick off the animals for which you have a passport.Ìý
Step 3Ìý-ÌýMake a note of any passports you have where thereÌýisn’tÌýan animal on the list.ÌýAlsoÌýidentifyÌýcattle with a missing or incorrect passport.Ìý
- Return any passports for cattle no longer on holding toÌýScotEID.ÌýÌý
- Request replacement passports fromÌýScotEIDÌýfor registered cattle on holding, but without passport. A £20 fee will be charged for this.Ìý
- For cattle under 27 days not yet registered, birth notify the calf viaÌýScotEIDÌýwith relevant birth details.Ìý
- For animals over 27 days not yet registered, contactÌýScotEIDÌýto discuss next steps.Ìý
- For any passportsÌýcontainingÌýincorrect information e.g. sex, score out the incorrect information and write on correctÌýinformation before returning toÌýScotEID. A free replacement will be issued.Ìý
Step 4Ìý– Carry out aÌýphysical ear tag check of all the cattle on farm.ÌýCheck that both ear tags match (check front and back of each tag).Ìý
Step 5Ìý-ÌýKeep a note of the animals which require a replacement tag and orderÌýreplacementsÌýASAP.Ìý
What happens during a cattle inspectionÌý
The inspector confirms whether the key requirements of cattle identification and traceability legislation have beenÌýcomplied with.ÌýAs a reminder here are the key requirements of cattle keepers.Ìý
- You are registered with Animal and Plant Health AssociationÌý(APHA)Ìýas the keeper of cattle.Ìý
- You have tagged your cattleÌýin accordance withÌýcurrent legislation.Ìý
- You have registered your cattle withÌýScotEIDÌýand notified all births,ÌýmovementsÌýand deaths on theÌýScotMoves+/ScotMovesÌýsystems.Ìý
- You haveÌýretainedÌýtheÌýappropriate passports.Ìý
- You keepÌýrecords of all cattle births, movements (on and off)Ìýand deaths.ÌýÌý
What inspectors will look forÌý
The inspection will consist of two parts which includesÌýbothÌýan administrativeÌýand physical assessment.ÌýThe inspector will check your cattle records and passports against the information supplied to theÌýScotEID,ÌýScotMoves+/ScotMovesÌýsystems, verifying the information in your records plus other supporting documents such asÌýpurchaseÌýand sales invoices.ÌýThe physical assessment of cattleÌýwill involve theÌýinspector physically inspectingÌýyour animals to verify the accuracy of your records and check theÌýeartagsÌýto ensure the cattle have been tagged correctly.ÌýÌý
It is important to note that inspectors will also check if any new or replacement tags have been ordered after the inspection has been announced.ÌýÌý
TopÌýtipsÌý
- Reduce likelihood of risk-based inspection by notifyingÌýScotEIDÌýofÌýbirths, deaths and movementsÌýwithin the legislativeÌýtimeframesÌýand recording these in the holding register.Ìý
- Carry out a passport reconciliation annually.Ìý
- Ensure you sign and sticker all passports once received on farm, remembering to sign and date also when moving off farm.Ìý
- File male and female passports in separate files, ideally in numerical order of last four digits for ease of finding.ÌýÌý
- Make use of livestock management software, where possible toÌýmaintainÌýrecords that link toÌýScotEIDÌýand allow for management of medicine records.Ìý
